次回、2030年の冬季五輪開催地は、フランス・アルプスです。
フランス・アルプスは、既存施設の93%活用や、サステナビリティ（持続可能性）を掲げています 。しかし、舞台裏では、気候変動による物理的限界、水資源をめぐる環境闘争、そして政治的カオスという深刻な状況にあります。
ミラノ・コルティナ大会開催中の2026年2月時点で、大会の開催そのものを揺るがす事態が次々と発生しているフランス・アルプスの「隠れた現実」に迫ります。
物理的限界ー雪が消えスキー場が終わる
フランス・アルプスの中低標高地域では、雪不足によるスキー場の閉鎖ドミノが現実のものとなっています 。
モンブラン近郊のスキー場「ラ・サンビュイ」は、60年もの間営業を続けてきましたが、2023年9月に閉鎖を決定し、リフトを撤去しました 。2022～2023年のシーズンはわずか4週間しか営業できず、約50万ユーロの赤字を計上したためです。市長は、「1960年代と今日では気候が大きく変わった」と、気候変動に対する敗北を公に認めました 。
気候予測はさらに絶望的です。
“Nature Climate Change”誌によると、地球の平均気温が2℃上昇した場合、欧州のスキー場の53%が雪不足の非常に高いリスクに直面し、4℃上昇した場合には98%が存続の危機に陥ると予測されています。
自然な雪への依存は、もはや完全に破綻しています。

水の奪い合いー人工雪とエコ・テロリズム
自然雪が消えれば、大会は人工雪に依存することになります。しかし、造雪マシンは莫大なエネルギーと水を消費します 。この水資源の需要が、深刻な分断を生み出しています。
ラ・クリュサのスキーリゾートでは、人工雪製造のための巨大貯水池建設計画が持ち上がりましたが、環境活動家らが予定地の森林を占拠しました 。水利用制限が発令されるほどの干ばつが起きているにも関わらず、水資源を囲い込む動きに対し、造雪マシンが破壊されるなどの過激なエコ・テロリズムも発生しています。
裁判所は最終的にこの貯水池計画の中止を命じました。一方、ラ・クリュサが20年以上にわたり、人工雪製造のために秘密裏に135,108立方メートル（オリンピックプール54杯分以上）もの水を違法に汲み上げていたことが発覚し、13万ユーロの罰金を科される事態となりました。
フレンチ・アルプスの「サステナブルな大会」という主張は、少ないな水資源と生態系を犠牲にした「グリーンウォッシュ」に過ぎないという批判が、現地社会の共通認識となりつつあります。
政治とガバナンスの崩壊―「五輪法」と国連提訴
政治も極限のカオスに陥っています。
2024年7月、フランスの政局不安から、IOCは異例の「条件付き」で大会開催を決定しました 。その後、期限ギリギリで財政保証を提出したバルニエ内閣は、緊縮予算案の強行をめぐり12月に総辞職しました。
さらに、インフラ整備を間に合わせるため、都市計画や環境規制を免除し、AI監視カメラの運用を延長する「五輪法」が強行採決されました 。これに対し野党議員らは、環境権への重大な侵害だとして憲法院に提訴しています。
また、市民団体はオリンピック招致における市民参加プロセスの欠如を理由に、国連のオーフス条約遵守委員会へ申し立てを行い、2025年11月に正式に受理されました 。五輪の招致プロセスが国際条約違反として国連機関で審議されるのは、世界初です。
フランス国内・国外で、前代未聞の混乱が起きています
組織委員会の自壊
大会組織委員会も、ガバナンス不全により、早くも自壊しつつあります。
2026年初頭までに主要なディレクターや報酬委員会委員長が相次いで辞任し、会長の運営手法が痛烈に批判されました。そして2026年2月11日、組織委員会はエドガー・グロスピロン会長とシリル・リネット最高経営責任者との間に克服不可能な意見の相違があることを認め、リネット最高経営責任者を事実上解任しました。
この未曾有の危機に、元老院は五輪旗がフランスに引き継がれた直後の2026年2月25日、グロスピロン会長らを召喚し、公開公聴会を実施しました 。
環境破壊と組織運営の崩壊を引き起こしながら進む2030年フランス・アルプス大会は、五輪開催のあり方を抜本的に見直すべきだと強く警告しています。
