2021年7月21日、コロナ禍による1年延期を経て、東京オリンピックの開催が目前に迫っていました。
この日、オークラ東京で開催された第138次IOC総会で、2032年夏季オリンピックの開催地がオーストラリア・ブリスベンに決まりました。
これは、単なる決定ではなく、これまでの、候補都市が激しく争う招致合戦の終焉と、IOCが開催都市選考の主導権を握る新時代の始まりとなりました。
開催地発表の瞬間

“The International Olympic Committee has the honour to announce the games of 35th olympiad are awarded to Brisbane, Australia!”
これまでのIOC総会は、すべての候補都市の招致団が一同に介する華やかな雰囲気でしたが、コロナ禍でブリスベンの招致団はわずか6人。ソーシャルディスタンスが徹底され、会場はがらんとしていました。
会場の様子は様変わりしましたが、ブリスベン市民はマスク姿で公園に集まり、花火で歓喜します。
選考を一変させた「ニュー・ノーム」
ブリスベン大会では、IOCが導入した新選考プロセス「ニュー・ノーム」が初めて完全に適用されました。
ニュー・ノームの柱は以下の2つです。
- 敗者のいない選考
かつてのように候補都市がそれぞれ巨額の費用をかけてキャンペーンを行い、投票で敗れ去る都市を生むプロセスは廃止されました。 - 対話による一本化
新設された「将来開催地委員会」が水面下で候補地と対話を重ね、理事会がブリスベンを唯一の「優先候補地」として承認します。総会では、優先候補地への賛否を問う、信任投票となります。
出来レースへの反発 ー 「敗北」した国々より
将来開催地委員会が実質的に選考するプロセスは透明性を欠くとして、他国、とりわけ同じ2032年大会に名乗りを上げていたドイツ・カタール・ハンガリーから反発が上がります。
ドイツはライン・ルール地域、カタールはドーハ、ハンガリーはブダペストを擁し、招致活動をしたものの、「気づいた時には勝負がついていた」という状況になりました。
これらの候補は公開のプレゼンテーションの機会すらなかったため、IOCの「密室政治」であると批判するのは、当然のことだったと言えまるでしょう。
影の主役はジョン・コーツ副会長
ブリスベン勝利に剛腕を発揮し、同時に批判の矢面に立ったのは、オーストラリア出身の当時のIOC副会長ジョン・コーツ氏です。
コーツ副会長こそ、ニュー・ノームを考案し、導入に向けて推進した中心人物であり、この新方式を、自国への招致に最大限活用したのでした。
しかし、コーツ副会長はIOC総会の直前に物議を醸しました。
ブリスベン招致団の一人、クイーンズランド州のパラシェ首相に、東京オリンピック開会式への出席を公然と命令するような態度をとったと報道され、その強権的な振る舞いに批判が集まりました。

ニュー・ノームにより、IOC総会では、「ブリスベン開催に賛成か反対か」を問う投票が行われました。
