2023年春、ミラノ工科大学のキャンパス前広場に、近代的な校舎とは不釣り合いな、色とりどりのキャンプ用テントが並びました。
遊んでいるわけではありません。家賃高騰により住む家を失った学生たちによる、無言の抗議デモです 。
“Senza casa = senza futuro” （家がなければ未来はない）
ミラノの平均家賃は、学生向けのワンルームでさえ月600ユーロ（約10万円）を超え、奨学金ではとても賄えません 。この住宅クライシスは、イタリア全土を揺るがす社会問題となっています。
この学生デモは、またたく間に拡大し、イタリアの主要な大学にテント村が作られていきました。
そんな中、2026年ミラノ・コルティナ五輪の選手村建設が進むポルタ・ロマーナ地区が、ひとつの希望として注目を集めています。 ミラノ・コルティナが掲げるレガシーは、金メダルでも観光客誘致でもなく、1700床の学生寮 。
東京五輪が残した「晴海フラッグ」の苦い記憶と比較しながら、オリンピックのレガシーとは何かを問います。
廃線跡地に生まれる「学術の村」
ポルタ・ロマーナは、ミラノ南部の鉄道操車場の跡地です。
ここに建設中の選手村は、2026年の大会期間中、世界中のアスリートたちの生活拠点となります。しかし、真のプロジェクトは「閉会式の翌日」から始まります。
選手村はわずか4ヶ月で、1,700床の大規模学生寮に生まれ変わります。
高級分譲マンションではなく、賃貸の学生寮。富裕層の投資対象ではなく、ミラノの大学生の住居になります。
さらに注目すべきところは家賃です。
提供される部屋の30%は、家賃は平均で月額430ユーロ（約7万円）に設定されます 。これはミラノの平均より25%も低い水準です。この破格とも言える家賃は、政府の補助金により実現する予定です。
東京大会のレガシー「晴海フラッグ」は何を残したか
では、東京五輪が残した「晴海フラッグ」の現状はどうでしょうか。東京都は、子育てファミリー層が住む街がレガシーになると謳っていました。
しかし、実際にマンションとして売り出すと、理想とは真逆の展開になります。
晴海フラッグは、家賃収入や転売収益を目的とする、投資家の草刈り場と化しました。
2024年の調査によれば、SUN VILLAGE地区で販売された住戸の約4分の1にあたる292戸が、法人名義で購入されていたことが判明しています 。ある福岡の投資会社1社が、38戸も所有していました。
本当に住みたい市民が高い倍率の抽選に落ち、資金力のある投資家が爆買いした実態が浮き彫りになっています。
早くもゴーストタウン化
さらに深刻なのが、海外からの投機マネー、特に中国系資本の影です。取引の現場では海外投資家による購入の形跡が指摘されています。
その結果、2024年1月の入居開始以降、多数の部屋が夜になっても明かりが灯らず、早くもゴーストタウン化しています。30%の住戸に住民登録がされていないという調査もあり、これらは転売待ちや、借り手がつかない空室である可能性が高いのです。
また、
- 投資目的で購入された部屋のオーナーと連絡がつかない
- ゴミ出しや共有部におけるマナー違反
- 管理規約に違反して「ヤミ民泊」として利用され、外国人観光客がスーツケースを持って出入りする姿が見られる
といった、住環境の悪化の報告も相次いでいます。
都有地を切り売りは、人の気配が薄い、無機質な金融商品の塔の完成という結果になりました。
今の利益と将来の利益の狭間で
ミラノと東京の明暗を分けたのは、開発哲学の違いではないでしょうか。
東京は、公共資産を民間に安く売却し、市場原理に委ねました。その結果、ほとんどの利益はデベロッパーと投資家が独占し、公益が失われました。「新自由主義の典型的な失敗例」と言えるかもしれません。
ミラノのポルタ・ロマーナ計画は、学生の住居難という社会課題に焦点を当て、公的資金も使って解決する道を選びました。
ミラノ工科大学の学長は「ミラノは老人と金持ちだけの街になってはいけない」と警鐘を鳴らしました。ミラノが確保しようとしたのは、将来の人材を確保するという長期的な競争力でした。
学生は、約束が実行されるのか、今も厳しい目で注目しています。 しかし。ミラノは逃げない姿勢を維持しています。結果は遠くないうちにわかるでしょう。
その時、東京湾から見える晴海フラッグは、どのような姿になっているのでしょうか。
