Since July 2025, when former Disney Chairman Peter Rice took over as chief creative officer, plans for the opening and closing ceremonies have rapidly taken shape.

“Zero New Venues”: Radical Reuse
The defining feature of LA28 is that it will not build any new permanent facilities for the Games. The approximately $6.9 billion budget will be funded entirely by private sources, and the Games will be operated with “zero taxpayer money.”
